The three-day working meeting was devoted to an intensive exchange of information on the development of the decision-making activity of both courts, the system and organisation of administrative courts in Poland and Slovakia, as well as current challenges for the administrative judiciary in both countries. In the second part of the meeting, issues related to access to public information in the case-law of the administrative courts of Poland and Slovakia were discussed.

The working part of the visit took place on Monday, the 4 of March 2024, with the opening of the professional seminar by the Presidents of the Supreme Administrative Courts of the Republic of Poland and the Slovak Republic. The seminar started with a presentation on the system and organisation of administrative courts in Poland and Slovakia, as there are significant differences between the systems, not only in the number of lower administrative courts, but also in the powers of the presidents of the supreme administrative courts. The discussion was followed by a second topic on current challenges for the administrative justice system in both countries. In the afternoon session, issues related to access to public information in the case-law of the administrative courts of Poland and Slovakia were discussed.

In view of the planned trilateral professional event of Polish, Czech and Slovak administrative court judges in Slovakia in autumn 2024, the official visit of the Supreme Administrative Court of the Republic of Poland was very stimulating also in terms of its organisation and content.

“Despite certain differences in the constitutional and statutory regulation of the status and powers of administrative courts in Poland and Slovakia, the meetings with the Polish side were very stimulating for us. The foundations of the administrative justice system, including historical ones, have many common features. The exchange of experience in the decision-making activities of the highest administrative courts, which are linked to European Union law and its application, is also very important. It is precisely the European law dimension in the decision-making of the highest administrative courts of Poland, the Czech Republic and Slovakia that will be the main legal line of their autumn tripartite meeting, which will take place in Slovakia,” said the President of the Supreme Administrative Court of the Slovak Republic, Pavol Naď.

The Slovak delegation, consisting of the President of the Supreme Administrative Court of the Slovak Republic Pavol Naď, the Vice-President of the Court Marián Trenčan, the Adviser to the President of the Court Daniel Staruch and the International Relations and Protocol Specialist Alica Smolíčková, was received at the seat of the Supreme Administrative Court of the Republic of Poland by the President of the Supreme Administrative Court of the Republic of Poland, Jacek Chlebny, together with the Deputy Head of the President’s Office, Mieszko Nowicky.
