We at the Supreme Administrative Court, as part of the judicial system, also have an obligation to create an environment that inspires trust in our country in the eyes of citizens and recipients of our services. A citizen should have the right to a decent, well-behaved judge who has a clear moral compass,” said Pavol Naď, President of the Supreme Administrative Court, at the introduction to the “Ethics Day”.

The educational block began with a reflection on the Code of Ethics for Civil Servants, both from the perspective of its legal framework and from the perspective of the specifics of the individual ethical principles regulated therein. Mgr. Júlia Zacharidesová, who is an ethics advisor for employees at the local court, placed special emphasis in her presentation on practical guidelines on how to proceed in the event of an ethical dilemma. The participants were thus familiarized with the recommended first steps and contacts for the relevant persons and bodies providing advice on issues of ethical standards. It was repeatedly emphasized that ethical dilemmas should not be viewed with concern, as transparency can be a key tool for preventing and resolving a wide range of such situations.

Mgr. They reflect the uncertainty with which we approach the disadvantaged. Consideration and interest are the basis of a partnership with people with disabilities. It is enough to follow a few tips and rules so that their differences do not marginalize them,” said Mgr. et Mgr. Marie Stracenská, spokesperson for the Supreme Administrative Court, in her (second) presentation.

The longest block was devoted to the discussion between the nature of the integrity and impartiality of judges (and, analogously, their judicial assistants), if their source is status laws or procedural codes on the one hand, and codes of ethics of the judiciary on the other. “The motto of this meeting was that ethics is the ability to recognize the difference between what we can do and what is right to do, as Potter Stewart, a judge of the Supreme Court of the United States of America, once said,” stated Mgr. et Mgr. Lucia Berdisová, PhD. LL.M. She began the lecture with a summary of the legal anchoring of judicial integrity and its relationship to the principles of judicial ethics. Lucia Berdisová particularly focused on how the integrity of a judge affects the integrity of the judicial system, while also relying on specific case law. In conclusion, she cited various interpretations of the impartiality of judges. The stimulating discussion that the facts presented triggered will most likely continue at a similar meeting in the future.

Judges of the Supreme Administrative Court and employees of its Chancellery had the opportunity to spend the morning of December 10, 2025, devoting themselves to issues of ethics.
