Michal Matuln\u00edk, a judge of the Supreme Administrative Court of the Slovak Republic, attended a seminar on the island of Rhodes from May 14 to 16, 2026, organized by the Hellenic Council of State in cooperation with the Association of Councils of State and Supreme Administrative Courts of the European Union (ACA-Europe). The seminar focused on the topic \u201cNew Elements in the Organisation and Functioning of Public Administration and Administrative Justice.\u201d<\/strong><\/p>\n

The purpose of the seminar was to share experiences, insights, and ideas regarding the possible implementation of new models for the organisation and functioning of public administration and administrative justice. In the first session, they discussed the inclusion of private individuals who are not civil servants in the public administration decision-making process, the delegation of certain powers traditionally exercised by civil servants and related contractual relationships, and the \u201cprivatization\u201d of parts of the public sector. The second part of the seminar focused on issues related to the implementation of new models within administrative justice, specifically ADR (alternative dispute resolution).<\/p>\n

Judge Matuln\u00edk and his colleagues discussed, among other things, the fact that impartiality and integrity in Slovakia are protected by constitutional and statutory measures that require individuals acting as administrative authorities to protect the interests of the state and society, as well as the rights and interests of both individuals and legal entities.<\/p>\n

In the concluding part of the seminar, the representatives present decided to approve observer status for the European Court of Human Rights within ACA-Europe. The chair of the incoming Baltic presidency of ACA-Europe informed those present about the program for upcoming seminars, in which the Slovak Republic will be one of the host countries.<\/p>\n","protected":false},"excerpt":{"rendered":"
