In connection with the approaching end of his term of office, Pavol Naď, the President of the Supreme Administrative Court of the Slovak Republic, personally expressed his gratitude for cooperation to partners not only from the judicial environment
The President of the Supreme Administrative Court, Pavol Naď, on the occasion of the conclusion of his tenure in the office of the president of this court, met at the end of April 2026 with important partners and colleagues, with whom during the leadership of the Supreme Administrative Court he intensively cooperated and whose work had an impact on administrative justice.
The President of the Supreme Administrative Court began a series of personal meetings during his working visit to Košice, where he thanked Ivan Fiačan, President of the Constitutional Court of the Slovak Republic, for his cooperation. The President of the Constitutional Court highlighted the role of Pavol Naď in establishing the Supreme Administrative Court as an independent judicial institution and praised the local court’s contribution to the judicial review of public authorities. During their conversation, the presidents praised the mutual exchange of information, particularly regarding their educational activities and the sharing of experiences. They also mentioned the change awaiting both institutions, namely the agenda regarding delays in proceedings before general courts, which is expected to be transferred from the Constitutional Court to the Supreme Administrative Court.
During his working visit to Košice, President Naď also met with the President of the Judicial Academy of the Slovak Republic, Peter Hull, at the grand opening of the Judicial Academy’s regional office on the premises of the Administrative Court in Košice, whose primary goal is to create better conditions for professional training events in eastern Slovakia. President Naď thanked President Hull for his regular cooperation in organizing an educational event for administrative court judges titled “Days of Administrative Justice.”
At the headquarters of the General Prosecutor’s Office of the Slovak Republic, Prosecutor General Maroš Žilinka, together with First Deputy Prosecutor General Jozef Kander, welcomed the President of the Supreme Administrative Court. “The Prosecutor’s Office plays an irreplaceable role in reviewing the legality of public administration bodies’ activities and decisions in Slovakia. That is why, in expressing my gratitude to the Prosecutor General, I praised the high-quality exercise of these powers by prosecutors at all levels of the system,” Pavol Naď summarized the conversation.
The President of the Slovak Supreme Administrative Court also met with the heads of all three administrative courts, namely Bratislava, Banská Bystrica, and Košice. The main topic of discussion was how effectively they are providing judicial protection against the decisions and procedures of public administration bodies.
Pavol Naď was also welcomed in the office of the Public Defender of Rights, Róbert Dobrovodský, and the President of the Supreme Administrative Court praised his efforts to protect the rights and freedoms of all citizens against public authorities. Therefore, I highly appreciate his work, as, much like administrative justice, it is focused primarily on protecting the rights of the weaker parties in public law relationships,” commented Pavol Naď on the ombudsman’s contribution.
At a meeting with Marcela Kosová, President of the Judicial Council of the Slovak Republic, they jointly evaluated the results of the local court’s decision-making activities. Pavol Naď commented on the meeting: “I expressed my gratitude to the President for the proper exercise of the Judicial Council’s powers in relation to the newly established system of administrative courts, as well as for her personally accommodating approach toward our court.”
Together with Boris Susko, Minister of Justice of the Slovak Republic, they discussed current issues and assessed the past five years of the Supreme Administrative Court’s activities. “I informed the Minister of the results and the current status of the Supreme Administrative Court’s caseload regarding cassation and disciplinary matters as of the end of my term as President of the Court, as well as the Court’s readiness to review the constitutionality and legality of the upcoming municipal elections. At the same time, the Minister and I agreed on the need to establish a permanent working group to address all current issues in the sphere of administrative justice in Slovakia,” concluded the President of the Supreme Administrative Court following his visit to the Minister of Justice.
On the last day of April, Pavol Naď concluded a series of farewell meetings with a visit to the management of the Supreme Court of the Slovak Republic, specifically to President František Mozner and Vice President Terézia Mecelová. The most recent topic of discussion between the heads of both institutions was the renovation of the building on Župné Square in Bratislava, where both courts are expected to be located as separate entities in the future. However, the courts have long been connected by issues of education and the sharing of experiences regarding work organization. “The meeting with the management of the Supreme Court took place in a friendly atmosphere and in the spirit of fulfilling the memorandum of cooperation between our two supreme courts of the general judiciary. We also discussed the upcoming tasks related to the plan to establish a joint headquarters for the supreme courts in the foreseeable future. I thanked President Mozner for his very fair and cooperative approach,” said Pavol Naď.
